Is it true that if you're in the civil service, you're shielded from punishment according to the law?
You can say and do what you want because the government does not want to lose face.
It's great that prosecution and jail time can be substituted with a mild rap on the hand in the form of "displinary" action.
A while later when the issue has died down, you're back on track and in for a promotion even!

Contract and permanent got not much difference. Only the perks.
They'll take care of you when they can still hide the issue. Else, they'll drop you like a hot potato.

All you need to do is provide mediocre service. Tak kerja pun tak apa.

One has to be well-connected.
Before giving out the 3-warning letters, they will first send him/her for counselling, strict monitoring before d 1st-warning letter & subsequently, before each letter as well. The process will take about 1-3years including interviewing all those involved/to justify that person really should be fired or not.
So, most of the time, during that period, the superiors that made the recommendation have already transferred to another place & the new management are kinda blur of the previous situation, and it's back to square one..So, another 1-3years reprieve for that guy.
That's why, the management prefer to close one eye to avoid all the hassles lor.
